if you're using Outlook with Exchange server, yes...in the open message,
select View, Options, and set the do not deliver before for when you want
the message to be delivered...

It is possible even if you are not connected to an Exchange server.
The only difference is that Outlook must be running at the time the
message is due to be delievered.
