Emailed Attachments Always Open With Reviewing Toolbar Enabled

Good day,

I am currently using Office 2002 with SP2 applied. Every
word, powerpoint, and excel document I receive as an
email attachment has the "Reviewing" toolbar
enabled/active. My default property is NOT to have this
toolbar enabled unless I personally require it.

Is there a setting in Outlook 2002 (or Office 2002) which
will stop the "Reviewing" toolbar from becoming active?
