Emailing

Hi everyone,

Is there a command for sending email automatically?
Without user having to press the send button or anything
else.

I have concern tracking system. Each concern has a closure
target date. What I want to do is our database system
email the required engineer on the date of closure target
and let him know that this concern should have been closed
by today.
