After using the view, measurement and changing from default to larger size
the image appears OK but when I try to print (to third party pdf) only the
original 2"x2" part of the file prints. It appears as only a part of the ad,
the top left section.

Basically it is because it is a template, with many text boxes. The text will not
change unless you do it manually.
The best solution is to select all, copy into a new publication and adjust the text
and images to a larger size.
Hey when were you a Buckeye golfer? We have John Cook's golfcourse nearby, it is
flooded big time.
when I enlarge the templete and redo the size of text boxes it shows up as
the correct size and looks correct but when it is printed the image is that
of the parcel ad (large print like it should be but only a 2x2 top lefthand
section) ? the term buckeye golfer is quite general. i'm from granville and
played at Denison u.
Are you adjusting the object in the template page? File, page setup, change to the
size you want, Publisher will ask if you want it all adjusted. (Publisher 2003)
