Entering Russian text in VBA to populate a form returns ??

I am using Access 2000 and need to supply a tool that works in various
countries. I have achieved this by populating the forms via VBA in the
required languages depending upon which flag is clicked etc. Problem is my
VBA will allow me to type or copy in the Russian text symbols but the form
text when opened returns ?? How can I resolve this issue and ensure end users
can also read the text if not in Russia?

I use Installshield to install on the end users systems so if there is a
language pack required, I can add it to the installation.

Any help greatly appreciated.
