Entourage vs. Outlook

I understand that Entourage has a "mac" look and feel, but in terms of
functionality - why no Entourage on Windows?

Note to Bill: I have users that prefer Entourage to Outlook and are
switching to a MAC (from PC) for that reason. Personally, I think Apples are
overrated (plenty of their own foibles), but...

There is no Entourage for Windows because Windows uses Microsoft Outlook.
Personally, Entourage is the one Mac application I love to hate.

Only if Outlook is installed. You can also use a bevy of email programs
besides Outlook.
