I have not been able to send/receive in Outlook for about
5 days now, thanks to this error message: Outlook cannot
synchronize headers. The error number is 0x800CCC19.
Can anyone help me?

This is a time-out error - in other words, Outlook sent a request to your
mail server but didn't receive a response within a certain period of time.
You can try increasing that period of time by setting it on the Advanced tab
for your email account. Other possibilities are that a firewall or
anti-virus program is causing this.
