Error 1706 Every Time Office 2k

I have Office 2000 with SP3 install on a network share. I had it set to
install via Active Directory as published software for only a week then
removed it and just ran the setup manually. Now a year later I published SAV
10 to install with AD and now I’m getting an install prompt for office. It
doesn’t accept the data path for the network share even thou its correct. It
will error out with error 1706. It’s doing the same thing as KB 298385 in the
error log but that KB doesn’t apply to me exactly.

Some users where installed with AD and then later installed from the
Administrative Installation on the network just to make that clear.
