error code 0x80040119 on network

As of today i get the above error code when accessing my PST file from the
network. I get the same message from opening the Properties dialog box and
choosing Settings for the PST file. I can access the PST file if I boot the
desktop machine (with the pst file) into safe mode with networking.
I've shut down outlook on the desktop, so assume some other process has
accessed the pst file. How do I fix this?
Thnanks...

Are you saying that your PST file is not kept locally on the PC/laptop? It
should be, even Microsoft doesn't recommend this set up. Outlook requires
read/write access to the PST, if there is any interruption in data or network
connectivity (even if it's not noticeable to you) then it's very easy to
corrupt the PST or find other issues with it.

The noted error message you receive is detailed with Microsoft here:

http://support.microsoft.com/kb/814441

And normally denotes that the PST is corrupted. Move the PST file to your
PC/laptop and run scanpst.exe against it. Keep the PST file on the PC/laptop.

If you're keeping a copy on the network to ensure that it's backed up, then
put a copy there but don't use your PST from there. Not only that but if you
tend to leave Outlook open when you go home for the night, then the PST is
not really available for backup if it's in use. This could potentially cause
corruption as well when the backup software tries to access the file.
