Error Mesage when seting up Hotmail account to be used with Outloo

I jsut setup my hotmail account using Direct Access from Outlook 2003.
however when i try to send receive i get an error " hotmail Inbox sync erorr.
0x800CCCf6
When i google that erro some people are talking about upgrading Hotmail to
the paid service. Can this be done in Outlook without paying the extra charge
in Hotmail?
