Error message during opening a url in outlook email

Since i deleated Oper browser from my computer, whenever i
trie to open a URL in my email (using Mircosoft outlook
for POP3 ), i got error message "Operation has been
cancelled due to ristrciton is in affect on this computer,
please contact administrator."
