Error message I get when trying to do things in Excel or Word

In Excel, when I try to update Office from within the program, I get this
message, "This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator." I have a
standalone personal computer. I am the only user. I, also, get that same
message when in Excel I click on an html link within a workbook that is
supposed to take me to another page within that workbook.

What can I do to get rid of this situation? Would someone please help?
This is very irritating to say the least.
