"error message in Microsoft Office Basic 2003"

I have installed Office Basic 2003, it shows in my "installed programs" and
is listed in my "all programs list". It will launch the applications ie word
/ excel etc but when the application opens I get the following error message
-

"Microsoft Office Word has not been installed for the current user. Please
run setup to install the Application" - I hit OK and it close the
application. I have reinstalled Office 3 times with no luck. Has anyone come
across the same problem?
