Thanks again but i think i am a litte more confused then normal...:)

My wmf files (the ones on my hard drive) open fine when i select them; yet
they have no file association (it says unknown file association in the
properties). It is the wmf, jpeg, and probably anything else that is under
the web catagory that will not open.

If you have a specific file association that you would like me to try i
would gladly try it. FYI. I have advanced this to Microsoft and they could
not fix it either. They sent it to the research group and i am still awaiting
a call. They said this is a know issue and that the usual fix was to clear
the internet files or download the hotfix suggested earlier... they are also
at a loss. But, they do admit this has happened to many other users and the
reason and fix so far is unkown... well thats a relief (not) :)

SO.... I would still appreciate any suggestions and thank you for the
efforts so far...

If and when Microsoft calls me back and if and when they fix the issue i
will post the solution in my case.

I did not know this was a known issue.

When you download files from the ClipArt web site they are in .mpf format, it is
similar to zip inasmuch it is a compression file. Double-click this file and the
images automatically go into the Organizer. I don't know if this is the cause of your
grief, it is just something that hasn't been mentioned before.

..wmf files are not Web files. They are Windows Metafiles, vector clipart. .jpg's are
used on the Web but they are used in many other applications as well.

Have you associated the .wmf files on your own yet? Click the change button in
properties and associate them with Windows Picture and Fax Viewer.

SOLUTION:

After 7 days of talking to microsoft office support i was directed to
microsoft 2000 support. I explained the problem and explained that when i
created a new profile the office routines worked fine (was able to access
clipart).

So here is what i did:

Microsoft Tech Support (Office Staff) is transferring this problem to the
Windows 2000 Group (since it appears that the problem is related to a corrupt
Administrator account.

This is what I Did:

1) Created a new account with Administrator capabilities - DOG.

2) Logged on to this new account DOG.

3) Entered Windows Explorer and fould Administrator folder c:\document and
setting\administrator

4) Cut this folder and pasted it under another folder (to save original
setting).

5) Restarted computer (this recreates a administrator profile).

6) Logged back into my new account DOG.

7) Copied files from the "saved" Administrator folder to my "new"
Administrator folder (this gave me my desktop etc).

8) Logged into my "new" Administrator Account.

9) Tested insert clipart function and everthing now works fine.

* This process recreated a administrator account at the system level *

* In order for outlook to acces the correc .pst file I had to copy it from
"old" administrator.

That is why you do not work under the system administrator account. A
corrupt system administrator account is hell to fix, and would have been far
easier if you used a different account.
