error message "this operation cancelled due to restrictions in effect on this computer"

I just installed Office 2003. Suddenly I can't connect to microsoft online. The option is greyed out in the help menu. When I attempt to connect in other ways I get the message that "this operation has been cancelled due to restrictions in effect on this computer. Please contact system administrator." My account on this computer is an administrators account. In outlook I can't even double click on hyperlink's without the same message. Any ideas? Thanks

be saved directly to the hard drive or floppy disk.
7.Type a unique file name, and then click Save.
