Error MS09.DLL

I get this error. I don't see that anything negative is happening. It
suggests that I do a detect and repair; which I did and I didn't get the
error message for a day or two, but it started again...anyone know anything
about this?

Where and when you will find this error? During the startup of MS Outlook?
