error opening browser

frustrated

when i click on links inside of any office application i get the above error.
there seems to be a communication problem between ie and office 2003. for
example when you click check for updates under help you will get this error.
i uninstalled office 2003 and reinstalled and repaired ie. im running good
ole service pack 2 on win xp . help
