Error when inserting Word document, or opening pub doc containing Word doc

I have Office 2000, with all the current updates.
Installed fairly freshly from Service Pack 3 CDs,
then finished off with Office Update.
Using Windows 98 SE, also current via Windows Update.
76 GB HDD, but using only 1 partition, and that
of only 31.1 GB; of those 31 GB, 21 are used and 10 are
free.
I have a 19 KB Word document, containing just the
word "xyzzy".
When I create an empty Publisher document, and try to
insert the Word document (Insert -> Object -> From File),
I get a pop-up complaining "Publisher cannot launch or
communicate with the OLE server program needed to complete
this task." It goes on to suggest there might not be
enough disk space.
On a different machine, running Windows 2000, with Office
2000 installed from same CDs and also updated, I *can*
insert Word documents into Publisher documents. But when
I transport such a Publisher document to my Win98 system,
and try to open it there, I get a pop-up
complaining "Publisher does not have enough memory to load
graphics or embedded objects." This machine has 384 MB of
RAM. Programs -> Accessories -> System Tools -> System
Monitor does not suggest I'm running out of memory
(although I'm not sure exactly what some of those things
mean). Both of those complaints look bogus. What's going
wrong here, and how can I fix it?

After managing to set up OE-QuoteFix on his new PC, Ed reads a message
from Mike Spreitzer said:

Try disabling Script Blocking and the Microsoft Office PlugIn in Norton
AntiVirus and trying again
NAV is known to cause problems when Publisher tries to communicate with
Word.

Good! That did the trick!

But, I don't really like disabling these NAV functions.
Is there anything I can do about this? Would upgrading to
later versions of Office or NAV do it? I'm not enthused
about moving to a later OS.

There is nothing you can do about it. It is bad programming by Symantec
that caused this problem. I would suggest replacing Norton AntiVirus with
an alternative product such as AVG if you want to re-enable all features in
an AV app.
