Error with Outlook + Outlook Express

From the postings, there are at least 3 people that have disabled the firewall and anti-virus ... but still have the problem, i.e. the program does not recognize the mail-server. Has anybody followed up on the suggestions made in the postings:
1) changing to Corporate Work Groups mode?
2) installing proxy client or checking with proxy software manufacturer?
3) changing host's files?

Could this simply be a limitation of the Outlook software (since no problem with other e-mail packages), or a bug with Windows XP-Home (since no problem with Windows XP-Professional)?
It would be nice if each person could edit their Internet Explorer so that instead of it opening up Outlook, it would open another e-mail package -- any suggestions?

I just upgraded Office 2000 to 2003 and I can not send any messages from Outlook. When I try to send a test message it says the mail server is not responding but Outlook Express has no problem. My program also freezes at times. If you find a solution it would be great to know. I have reinstalled the program and turned off my anti-virus also but to no avail.
