EULA keeps popping up

I have recently installed MS Office small business
edition 2003 with a product key correctly and
all...but....everytime I open one of the office
applications I keep getting the "Microsoft Office End-
USer License Agreement" pop up box asking me to accept
which I have done on numerous occassions! Its very
frustrating, any one know a fix or have any idea's?

Hi, mills. If you log in to Windows as Administrator, start an Office
application, accept the EULA, close the Office application, log out of
Windows as Administrator, log back in to Windows using your normal
profile, and start an Office application, does the EULA message still
pop up?
