I'm running Office 2000 pro under XP home.

Each time I open an office application I need to accept
the EULA.

Fine, but after a couple of months I'm getting fed up
with it. Can I turn it off or accept it once or delete it?

In the past when I encountered this (Windows 2000 and Office 200) I found
the easiest way was to logon with the Administrator's account (not just an
account with Administrative privileges). Then open Outlook and accept the
EULA, let it load then close it down. Logon again using your own account
then start Word and see if the issue is still occurring.
