Excel 2000 SP3 cannot link to destination file.

I have a few Office 2000 SP3 users who cannot open an Excel workbook that is
linked to another workbook. Both of these files reside on a file server. I've
checked that all Office updates are installed on their machines, cleaned out
their temp folders in ...\local settings\%temp% and c:\temp, made sure that
the journal feature in Outlook is not turned on.

The only way that I can get these users to open the file is by opening the
linked to workbook first and then opening the working file. I believe that
something is wrong with the links, but I would appreciate any suggestions.
