Exchange interfering with outgoing mail

My client's office has 9 users on their network. Everyone uses the same
security template, everyone has the same rights and privileges, and everyone
has a POP3 account through their DSL provider since they don't want to
visibly expose their server to the internet. And life is pretty good.

Only one of the users can't seem to send ANY email without the Exchange
server telling her she isn't allowed send email to XYZ address every time.
It seems like Exchange is intercepting her mail even though its set to go
out through her ISP account.

Any ideas?

This is independent of that issue. The default is no longer changing since
someone told me about adding the NoTransportOrder key to the registry. But
Exchange is still intercepting ISP mail when it should let it go right
through.
