External task links

Hi,

I've got some strange of my projects' tasks.
I've made an external link between taskA in projectA and
taskB in projectB.taskA and taskB are connected with
finish-to-start link.
Now,
1) taskB is assigned with a resource and finished in 50%.
When I change the duration of taskA, the start date of
taskB does not change.
2) taskB is assigned with a resource and finished in 0%.
When I change the duration of taskA, the start date of
taskB changes properly.

Is this a normal behaviour or maybe I'm doing something
wrong ?
Is the only solution for this situation is using
milestones ?
