failed to create a new admin project

From PWA | Manage Administrative Projects, after selecting Add Project, I
received the following error "Failed to create a new administrative project."
The event viewer on the server had the following related error message:
"Fault bucket 99207855." and information message: "Reporting queued error:
faulting application dllhost.exe, version 5.2.3790.0, faulting module
PJOBJPRV.DLL, version 11.0.2003.816, fault address 0x000083a3."

Do any of you know the cause/resolution?

Apparently, we didn’t have an administrative template. Once I created one,
the problem was resolved.
