Favorite Folders reverts to default list when computer shut-down

I have no problem adding, deleting or moving folders in the Favorite Folders pane. The problem is that they all disappear and revert to the default list everytime my computer is shut down. So I have to keep adding the folders back in

Is there a way to keep the shortcut folders in the Favorite Folders pane?
