Does anyone know the best way to load a file on the web
using frontpage 2000(specifically a pdf), where the user
downloads the file rather than opening it within the page?

Files that can open in a browser such as pdfs or text
documents will always open in the browser. You need to
either instruct the user to rt-click & download OR you can
place the file in a zip folder.

Load the pdf file into a new folder and set permission on
the folder nby right clicking, to allow only the download.
