File, Open, Other User’s Folder and Delegates are gray

I have a lot of Outlook users, everybody work with Exchange mailboxes. One of
them have strange problem - his Outlook's "File, Open, Other User’s Folder"
menu and "Tools, Options, Delegates" become gray. Reloads help not.

What can I do to activate these features?

Please, help.

tools, options, other, advanced, addins - are the exchange extensions
enabled?
