Filter is eliminating all records - help, please

My current filter is where Outline level equals 1
(to get all of a department's records)
And Name contains exactly Finance

the problem is that I want to show only tasks with less than 100%
completion. The tasks aren't in Oultline level 1, so I either get all
outline levels with less than 100% completed or no tasks at all.

Can this be done using just MSP 2003 filters? If so, how?

If the tasks you want to see in your report aren't in Outline Level 1,
then you can't filter to get only Outline Level 1. You have create the
filter to let through the tasks you want to see! Filter for tasks
100% Complete, at any outline level, and you'll see tasks not
complete.

Thanks for the reply. All of the subordinate tasks show up when filtered
for Outline level 1, so it seems one should be able to identify them somehow
to weed out the ones that are 100% complete. Any ideas?

You filtered out Outline L1. Ok. To filter out completed tasks, just
do a filter for %Complete > 100. Or use the Completed field.
