You just open the file in Publisher 2000. There are no issues at all with
opening files from Publisher 98 in version 2000.

If by any chance you are trying to open the file from a removable disk, you
will need to copy it to the local hard drive.

If you have that garbage junk trash rubbish Norton AntiVirus installed, then
REMOVE/UN-install the trash completely and then reboot and your problems
will be over.

There is NO OTHER solution but to remove that trash junk rubbish faulty
garbage program Norton AV.

Cannot believe any school is that dumb to buy such absolute
junk/garbage/trash/rubbish.
There must be some sucker at the school that is sucked in by advertising or
bad advice.

You would think they would use something like the excellent freeware Grisoft
www.grisoft.com which causes no problems and is free for non-commercial use.
Schools are not commercial use.

Try this, right-click the file, properties, opens with... change and point it to
Publisher 2000.
