Why am I not allowed to enter a start date, when I use a finish no later then

Troy,
First of all you shouldn't be entering dates directly anyway. Except in
special cases doing so defeats Project's dynamic scheduling calculation.
If you directly enter a start date for a task, Project will
automatically set a constraint of start-no-earlier-than. Similarly,
entering a finish date will automatically set a constraint of
finish-no-earlier-than.
To answer your direct question, if you set a constrain on the finish
(e.g. finish-no-later-than) and then enter a start date, the constraint
on the start date will override any previous constraint settings. In
Project, there can only be one constraint type per task. You could enter
the start date first and then set the constraint, however, the finish
constraint will remain but the start date will change to whatever is set
under Project/Project Information Project Start Date.
