Floating dollar sign

Can anyone explain the purpose of having both the floating dollar sign
and the fixed dollar sign? Thank you.

Some like the dollar to float so all the $ signs align in a column. Others
want them tight to the fist digit so no one can squeeze in a 9.
And in COBOL you can have, for example, $***,*19.45
Different stokes for different folks
