Folder assistant

I have problem using the folder assistant.

I'm currently the owner of a public mailbox. When I
right click to the folder within the public mailbox that
I want to setup a rule to it. I clicked on Properties
and the Administration tab. The [Folder Assistant]
button is grayed out even though i'm the owner.

Please help
