Folder Bar menu list disappears

I'm using Outlook Express and when I click on the Folder Bar and the menu appears, the menu choices disappear as soon as I move my mouse off the bar so I can't get to any of the options. I realize I can set layout to shows me the folders all the time but that's not what I'm looking for. There must be some kind of glitch in the program. Any suggestions?
