Figured it out, although the solution is not that useful.
In Display Properties, go to the Applications tab and
change the font from Normal to Large or Extra Large
Fonts. This changes the font size of the desktop
shortcuts, the title bars of programs, the Start menu,
and the Folder List in Outlook (among other things).
