The folder
%USERPROFILE%\Application Data\Microsoft\FrontPage\State
Refers to your default user profile folder for the FP State file
%USERPROFILE% is a system reference to what is typically the folder named
C:\Documents and Settings\YOURUSERNAME
Just enter in the Windows Explorer (not Internet Explorer) address bar:
%USERPROFILE%\Application Data\Microsoft\FrontPage\State
The file cmdui.prf is a hidden system file so you won't see it unless your Windows Explorer is set to show hidden system files and
folders (in Windows Explorer Tools Folder Options View)
