footnotes and section breaks

I'm trying to insert section breaks between chapters of a
document that has many footnotes in order to create headers
with chapter numbers. However, when I insert a section
break (continuous and next page) at the bottom of the last
page before a new chapter, the footnotes on that page move
up a few inches. I can't insert the break without affecting
the footnote placement on that page.

Have you selected "Bottom of page" or "Below text" for footnote placement?
Note that section breaks aren't absolutely required for changing header
information if you use a StyleRef field.

I've selected "Bottom of the page." How can I change a
header on one page only without using a section break?

Look in Word's Help under "Field codes: StyleRef field." This may not suit
your purposes but is often a way to avoid section breaks. Alternatively, if
it's just a single page you want/don't want a header on, you can use a
conditional field:

{ IF { PAGE } = x "Text you want to appear on page x" "Text you want to
appear on the rest of the pages" }
