For a set of tasks should not allow more than 24 hrs per day

How can I restrict the resource from entering not more than 24 hours for one

Simple, tell him . . . then lop his head off if he doesn't comply.

Seriously, I'm surprised Project will even let the user enter more than
24 hours but then you can't expect the application to be a "watchdog"
over every user input. It might be possible to come up with some
auto-macro that detects an illegal entry but I'm not sure that would be
very reliable. I still believe the best approach is training.

Adding to John - one reason why you're allowed to enter more than 24 hours
work in a single day is that is sometimes a legitimate entry. A "resource"
can be a team of morethan one individual. Lets say we have 5 carpenters and
choose to list them simply a "Carpenters" rather than by individual names.
If we use 4 of the carpenters on 1 8-hour task happening today, the resource
named "carpenter" will have done 32 hours of work today.
