What version Publisher? Autoshapes, click more autoshapes, scroll down to the half
circle... You can open shadow settings to eliminate the shadow.

Hi, Diane -

I think you might have to make a black circle with a
scrufty edge in a different program. Copy and paste it
into your Publisher page (twice) - then change the color
of each. Use the wand icon to make the background of your
imported shape transparent if you have to.

About "format painter" :
With "format painter" you click on text that is formatted
the way you like; immediately click on the brush icon and
then move the cursor and highlight text you would like to
format the same way. (If you want the brush to hold the
format for more than one pass, double click the brush icon
after you have clicked on the text formatted the way you
like and then you can move around changing text here and
there. Click the brush again to turn it off.)

Maybe I don't understand the question,
but couldn't you use a gradient?

Create a circle...go to...Fill color / Fill effects...
On the Gradient tab, choose two colors...
Orange and White.

The gradient is probably right, the "not clean lines" is what I missed or didn't
quite understand.
