Forms Access Denied

I have a newly installed Win 2003 server running IIS configured with
anonymous access. I have all extensions enabled and have lifted the
security on all folders involved in filling out a form and submitting
with a submit button. I have tried every setting and security problem I
can think of.

Whe I go to my site: www.sowela.edu (or .net) and scroll down in the
quick links to the link SYSTEM I receive the form I want. Wheter I fill
out the form or not, when I hit the submit button I get a login screen
"trying to connect to www.sowela.net"

If I enter my password, it works great, if not I cannot submit.
Where have I overlooked a setting? Is it sometihng with shmtl.dll file?

Have your host check permissions on the _private folder and verify you can send mail to an email address outside of your domain
