Forwarding HTML

I recently switched over to Outlook 2003 as my primary email program and
have run into a problem I never encountered in Outlook Express. When I
forward and email that is formatted in HTML, some recipients do not receive
the embedded pictures or will receive the pictures with no text. The
outgoing message appears correct in the outbox and later in the Sent Items
folder. Any help?
