Why can't i see buttons at my homepage with visual
effects, made in fp 4.0 (office 2000) with microsoft XP
and IE6 ?

I am guessing you are using Hover Buttons for those. They
require the viewer to have Java installed on the machine and
MS is no longer allowed to distribute the jvm required for
this. To view these would require you to either install
Java from Sun http://java.sun.com or find it on an AOL CD.
Due to the hassles of going through this, most web
developers are shying away from the usage of Hover Buttons.
