Frontpage / Explorer and Images

I am developing a site for our Scout Troop. I have created
several pages with 6 x 6 Tables with thumbnails in each
table cell linked to the full picture. In some cases,
depending on the machine connecting, only some of the
images appear, it may be the first few, it may be several
in the middle of the table. In other cases, no images
appear at all. But from many machines, everything works
fine. I think that eliminates it being a FrontPage issue
but.......

I normally use a different development product but the
troop wants to use FrontPage. Does anyone have a feel for
this being a FrontPage issue, an IE issue, a Windows
issue? Any thoughts? One of the boxes having a problem
is still running on 98 with the very latest patches and
release levels of IE. Another box having problems is
running XP. Site is hosted on a Linux box with extensions
installed.
