I can't use " Open Site " on the File Menu to open a web site. However, I
can use " Open " on the File Menu to open a web site. Why? What's the
difference?

Open will only open a page, not a web site (though sometimes,
definitely not always, the site is opened as well)
Open Site will always open a web site, provided the site is running
correctly installed/configured FP extensions.

Why does Open Site fail for you?
