Getting prompted for username and password over and over again

After reinstalling XP, Office 2000 and upgrading from an
older version of MSN internet software to MSN version 9
with MSN Explorer I can no longer download my e-mail via
Outlook. When I hit "send/receive" in Outlook I get
prompted for the MSN sign-in page. I click OK and it
comes right back up. Continues to do this over and over
until I just cancel it out.
