global.asa question

I am not sure this is the correct newsgroup for my problem or not. But I am
sure I will be pointed to coorect direction from here. Here is background
and problem:

I am trying to create test environment for our website. I have created
website mywebtest on my local windows 2000 work station. When I try to run
website in IE with address bar localhost/mywebtest it opens the website and
I can naivgate all the linked pages. But my problem is opening gloabal.asa
in frontpage for editing. I am getting following message when I try to open
the global.asa file.

Server error: 'mywebtest/global.asa' does not refer to a page or folder in
this web. It may be a page or folder in a subweb, or it could be a badly
formed URL.

Some setup properties:
Local Path: C:\Inetpub\wwwroot\mywebtest
Aplication Name:mywebtest
Execute Permissions: execute only.

What am I missing in setup here?

I dont have any problem opening the website. But when I try to open
global.asa file in fornt page to edit the contents I get the error and wont
allow me to open.
in message you need to be running a webserver on local machine...
and open the web site as http://localhost/yourwebname

Set FP to use Notepad (text editor) to open it.
