Graphic on a form

I have a form for a real estate office that has editable
text boxes and checkboxes in several tables. They want to
insert a photo onto the page. I thought an independent one-
cell table would work, but once the form is locked the
table won't accept the photo and neither will a text box.
Is there a way to make this work or should I build tables
so they can tab through the cells? Thanks!

introduce section breaks (continuous) around the area to have the
picture pasted into and protect the other sections, but not that one.
