Graphics in Protected template

Hi,
I have created a document template that uses the protect fields option.
I have some sections on the document that are protected and some that
are not.
It seems that I cannot use the graphics toolbar on any graphics in the
document regardless of wether the raphic is in a protected section or
not.
Can anyone help?
