I wish to create an accurate grid. How can one set grid guides to an exact
settin?

Create a guide line, right-click the guide line while the creation icon is on
the guide, click format ruler guides, set your measurements.

I need to ceate a series of guides evenly spaced across the page at a set
spacing. your method seems only to position one line it would take a long
time that way

The dialogue will allow you to type any number of guide measurements, albeit
manually.
Go to the arrange menu, grid guides tab, type how many rows and columns there.
