I would like to create handouts in Microsoft Office Publisher 2003 but
couldn't find any templates. Any ideas?

If he's thinking of flyers my first thought was the regular blank page
you can pick at the start.

I'm planning to make "handouts" (for lack of a better word) for someone
who does tattooes at a shop. We were talking about something more than a
regular business card, something with more space to put some of his tattoo
designs, along with the info. I haven't even tried setting it up yet, but my
first way was going to be the good old tent card blank and setup.

Not too big to carry around, and space for samples if someone asks
about this. Could also be mailed to anyone who was interested.

I know someone (online) who makes what he calls handouts (religious
nature) and seems like they're just printed on regular printer paper. Could
be set up in Word.

Sometimes I actually read something here and think "I could figure
that out" (LOL)

It's nice that it's not so uptight on this group we can't have a
little fun and slip off topic a bit.

You might want to try starting with a blank postcard. That's a doable size
and you can get pre-scored card stock. No crop marks, no trimming, no waste.
It would be large enough to display a photo of some of his work. Maybe not a
full body suit but you should be able to get some decent detail of a tramp
stamp. (I've also heard them called something else and for that reason have
been trying to talk my best friend out of getting inked there. Anywhere else
but the small of her back.)
